Regulations published by the Department of Health and Human Services (HHS) provide increased transparency and accountability for research institutions receiving Public Health service (PHS) funds from the National Institutes of Health (NIH). The regulations redefine Significant Financial Interests and lower the threshold to $5,000 from $10,000.
Institutions receiving PHS funding must:
Organizations who do not comply with the regulations are at risk of losing their PHS funding.
- Evaluate Significant Financial interests to determine if they are Financial Conflicts of Interest
- Create management plans to mitigate financial conflicts of interest
- Respond to public requests for FCOI disclosures within five business days and/or publish disclosures on a public website
- Provide training for all participants in funded research on the disclosure of FCOI prior to participating in any PHS funded research and again at least every four years
